2026 Regional Active Transportation Plan
Innovations in Bike and Pedestrian Project Delivery
What is this project?
The San Joaquin Council of Governments (SJCOG) was awarded Senate Bill 1 Sustainable Communities grant funding for our "Innovations in Bike and Pedestrian Project Delivery" project. Working with the community and local agencies, this project will identify improvements and strategies to encourage and streamline the development and delivery of bike and pedestrian projects in San Joaquin County to include:
- A countywide list of priority active transportation projects.
- A Project Toolkit with best practices, funding strategies, and design guidance.
- A Project Prioritization Framework to identify projects best positioned for funding.
- Update of the 2012 SJCOG Regional Bicycle, Pedestrian, and Safe Routes to School Master Plan.
What is an Active Transportation Plan?
A comprehensive vision for a network of trails, bike lanes, sidewalks, and other elements that connect people to where they need to go by safe walking, bicycling, rolling by wheelchair, and scootering.
What are the goals of this project?
| Enhance regional connectivity between communities in support of recreation access, economic development, and improved health. |
| Create a network of safe and inviting sidewalks, bikeways, and trails that encourage people to walk and bike to visit local destinations. |
| Reduce air pollution by encouraging walking and bicycling as an alternative to driving. |
| Create better connections to transit, especially for communities with limited access to other transportation options. |
| Unlock additional opportunities for project funding and construction through grants, partnerships, and collaboration between agencies. |

Made up of staff from all partner cities, San Joaquin County, and the San Joaquin Regional Transit District, the Partner Advisory Group will provide guidance on the development of the plan to ensure local priorities and project needs across jurisdictions are met.
