Surface Transportation Block Grant (STBG)

The Surface Transportation Block Grant (STBG) program provides funding that may be used by localities for projects to preserve and improve the conditions and performance of facilities along the Federal-aid network, bridge and tunnel projects, pedestrian and bicycle infrastructure, and transit capital projects.  SJCOG’s STBG guidelines establish a methodology for distribution of these funds to projects that will advance the FHWA goals regarding Performance Measures 1, 2, and 3.

2024 Call for Projects

On February 23, 2024, SJCOG issued a call for projects for the 2024 STBG Program, offering up to $38.5 million in funding for eligible projects in San Joaquin County. Approximately $19.1 million is available for two years, with the option to advance funding (up to $19.4 million) for two more years. Nomination packages, including applications, were due by April 26, 2024.

Staff received 31 applications, requesting a total of approximately $52.8 million. After a review process, 14 projects were selected for funding, allocating nearly $21.6 million. Unfunded projects were placed on a contingency list, which will expire with the next STBG call for projects. On May 23, 2024, the SJCOG Board approved staff's recommendation to fund the 14 selected projects and add the unfunded ones to the contingency list.
