The San Joaquin Council of Governments (SJCOG) Board of Directors OK’d a first step in developing a plan to identify and carry out improvements along the Roth Road corridor between Interstate 5 and State Route 99.
SJCOG, San Joaquin County, and the cities of Lathrop and Manteca will share the cost for the corridor plan, with the Port of Stockton interested in partnering with the agencies for possible future phases of the project.
SJCOG Executive Director Diane Nguyen praised the collaborative effort in coming to an equitable solution for an existing problem.
“There’s a need to look at that corridor intensively and see what capital improvements need to happen on the corridor and how it affects other transportation roads in the project area,” Nguyen told the SJCOG board Thursday. “We put our minds together and we said this can’t wait. Let’s see how we can jointly fund it and let’s start looking at this project.”
She voiced her appreciation to the city managers of Lathrop and Manteca and the public works director at San Joaquin County for working with SJCOG to move forward on the corridor study.
Roth Road is an important east-west freight route from I-5 to State Route 99 via Airport Way and French Camp Road. Roth Road crosses the Union Pacific Railroad Tracy and Fresno subdivisions, and provides access to Union Pacific’s Lathrop Intermodal Facility, the Sharpe Facility of Defense Distribution Depot San Joaquin, and several distribution facilities.
Roth Road straddles several jurisdictional boundaries requiring close coordination of land use and transportation needs.
Focusing on Roth Road from Manthey Road to Airport Way, the corridor plan will look at current and future land use conditions and transportation needs. The plan will identify improvements for all transportation modes, including pedestrians, bicyclists, automobiles, trucks and rail. It will also look at finding and securing funding for those improvements.
Each agency will fund up to $75,000 toward the corridor study.
