The key purpose of the SJMSCP Plan is to mitigate the loss of habitat for threatened and endangered species from development of land in San Joaquin County. The Plan has been in operation since 2003, protecting the habitat of 97 threatened and endangered species is unique. It operates under the non-profit arm of the San Joaquin Council of Governments and is supported by a technical advisory committee that consists of both U.S. and California Fish and Wildlife Agencies, the building industry, the environmental community and the local jurisdictions in San Joaquin County. The effort involves the voluntary participation of building interests and landowners in providing for mitigation needs.
