Program Environmental Impact Report

SJCOG issued a Notice of Preparation on December 28, 2020 to prepare a Program EIR in accordance with the CEQA for the 2022 RTP and SCS. A public workshop was held on January 13, 2021 at 12:00 p.m. to obtain public input regarding the scope and content of the environmental analysis to be included in the Program EIR for the 2022 RTP. SJCOG issued a Notice of Availability on June 24, 2022 to release the Draft EIR for a 45-day public review and comment period, which closed at 5 p.m. on August 8, 2022.

Final Program Environmental Impact Report

Released August 18, 2022

Under the law known as the California Environmental Quality Act (CEQA), SJCOG must prepare a "program-level" Environmental Impact Report (Program EIR) to inform residents and decision makers of the potential environmental impacts that could result from implementing the 2022 RTP/SCS. Rather than analyze individual projects or policies, the Program EIR looks at potential environmental impacts of the Plan as a whole. Individual projects are required to separately comply with CEQA and/or the National Environmental Policy Act (NEPA), as applicable.

Please note that the Final Program EIR, in combination with the Draft EIR and its technical appendices comprise the Final EIR document. 

The SJCOG Board voted to certify the Final EIR, Adopting Mitigation Measures and a Mitigation Monitoring and Reporting Program, and Adopting CEQA Findings and Statement of Overriding Considerations for the SJCOG 2022 RTP at their meeting on August 25, 2022.

This document is the Final Program EIR for the 2022 Regional Transportation Plan/Sustainable Communities Strategy (2022 RTP/SCS). The Final Program EIR includes comments, response to comments, revisions as necessary and recommendations received on the Draft EIR, and any other relevant information added by the lead agency.
