An Environmental Impact Report (PEIR) is an informational document that discloses the impacts of discretionary government actions (such as the RTP) on the environment. It is intended to inform decision makers, responsible agencies and the general public about the range of potential environmental impacts that could result from the implementation of a discretionary action.

The California Environmental Quality Act (CEQA) requires a Lead Agency to prepare an Environmental Impact Report (EIR) for any discretionary government actions, including programs and plans that may cause significant environmental effects.

The PEIR will evaluate regional-scale environmental impacts direct and indirect effects, growth-inducing impacts, and cumulative impacts and will include mitigation measures to minimize the identified potentially significant adverse environmental impacts.
