Local Transit
Measure K funds help to promote bus service between San Joaquin County cities and beyond. Capital expenses such as vehicles and some bus operations are eligible for Measure K funding. The Passenger Rail and Bus Service funding category provides alternatives to using private vehicles for intercity and commuter transportation. Measure K contributes funding for the local transit agencies in Lodi, Escalon and Ripon. Some of the benefits that come from these programs include enhancing mobility for the elderly, the handicapped and those who might not have a personal vehicle in San Joaquin County. These services also remove private vehicles from the road, which eases traffic congestion, reduces greenhouse gas emissions to improve air quality. For Fiscal Year 2024-25, nearly $18 million in Measure K funds went toward bus and rail transit.
Lodi GrapeLine
The Lodi GrapeLine uses Measure K funds to help pay for operations of Dial-A-Ride, ADA Paratransit, and fixed-route
services. The GrapeLine provides fixed route services 6:30 a.m.-7:30 p.m. on weekdays, 7:30 a.m.-6:30 p.m. Saturdays,
7:30 a.m.-3:30 p.m. Sundays, and Dial-A-Ride/ADA VineLine services. Ridership in Fiscal Year 2024-25 was 207,951
for fixed routes and 16,808 for other services.
Escalon eTrans
Measure K funds help Escalon’s eTrans provide bus transit services three times a weekday between Escalon and Modesto.
Ridership for the service was 1,008 in 2024-25.
Lathrop Transit
Measure K money was used to partially fund the launch of the Lathrop Transit, a microtransit system offering flexible,
on-demand transportation services intended to improve mobility throughout the city. Lathrop Transit will link riders to
fixed transit routes and enable point-to-point travel within Lathrop. The service, using Lathrop Transit-branded vans
driven by professionally trained operators, allows users to reach work, school, shopping, medical appointments, and
other vital destinations. Riders can schedule affordable rides – $2 or $1 – via telephone. Learn more about Lathrop

Ripon Blossom Express
Ripon’s Blossom Express connects riders throughout Ripon and Modesto and provides local connections to regional
transit service providers San Joaquin Regional Transit District and Modesto Area Express (MAX). In Fiscal Year 2024-25,
the Blossom Express had 446 riders.
Fleet Maintenance Facility Project - Ripon
Measure K funds were used in building a new maintenance and operations
building and vehicle wash for the Ripon Public Works Department. It includes a
repair and machine shop, office spaces, restrooms, and locker rooms so the city
can maintain and extend the lives of city vehicles. It included all labor, materials,
tools, and equipment required to complete the project. The bid was awarded in
December 2022, and the project was completed and accepted by Ripon City
Council in July 2025.
