Local Transit

Measure K funds help to promote bus service between San Joaquin County cities and beyond. Capital expenses such as vehicles and some bus operations are eligible for Measure K funding. The Passenger Rail and Bus Service funding category provides alternatives to using private vehicles for intercity and commuter transportation. Measure K contributes funding for the transit agencies in Lodi, Escalon and Ripon. Some of the benefits that come from these programs include enhancing mobility for the elderly, the handicapped and those who might not have a personal vehicle in San Joaquin County. These services also remove private vehicles from the road, which eases traffic congestion, reduces greenhouse gas emissions and improves air quality. For Fiscal Year 2023-24, nearly $19 million in Measure K funds went toward bus and rail transit.

Lodi GrapeLine

The Lodi GrapeLine uses Measure K funds to help pay for operations and in January 2024 was
able to restore four Sunday fixed routes from 7:30 a.m. to 3:30 p.m. The GrapeLine also provides fixed    
route services 6:30 a.m.-7:30 p.m. on weekdays and 7:30 a.m.-6:30 p.m. Saturdays, and   
Dial-A-Ride/ADA VineLine services.  Overall, ridership increased about 10% in Fiscal Year 2023-24  
to 
186,184 for fixed routes and 16,553 for other services.Lodi GrapeLine


Escalon eTrans

Measure K funds help Escalon’s eTrans provide bus transit services three times a weekday between Escalon and Modesto.
Ridership for the service was

Ripon Blossom Express

Ripon’s Blossom Express connects riders throughout Ripon and Modesto and provides local 
connections to regional transit service providers San Joaquin Regional Transit District and Modesto 
Area Express (MAX). In Fiscal Year 2023-24, the Blossom Express had

Fleet Maintenance Facility Project - Ripon

Measure K funds were used by Ripon’s Public Works Department to help build a new maintenance and 
operations building and vehicle wash. The new facility on Doak Boulevard includes a repair and 
machine shop, office spaces, restrooms, and locker rooms. It also includes equipment to lift and 
maintain city vehicles, including the Blossom Express bus.
