The San Joaquin Council of Governments (SJCOG) Citizens Advisory Committee (CAC) is an important forum on regional transportation planning and Measure K. Formed shortly after Measure K was approved by voters in 1990, the CAC allows San Joaquin County residents from diverse backgrounds and interests a hand in developing the regional transportation plans and programs that SJCOG oversees.

The 16-member CAC represents the geographical, social, cultural, and economic mix of the region. One member is appointed by each of SJCOG’s member jurisdictions – San Joaquin County and the cities of Stockton, Lodi, Manteca, Tracy, Ripon, Escalon, and Lathrop. One member each is appointed by special interest groups, including League of Women Voters, Sierra Club, the National Association for the Advancement of Colored People (NAACP), University of the Pacific, and the business, trucking, and agriculture industries. One member is appointed for the transit advocate category.
