Regional Congestion Management Program (RCMP)

The Regional Congestion Management Program (RCMP) outlines the Congestion Management Agency (CMA)’s strategies for managing the performance of the regional transportation system, as required by Federal and state legislation and stipulated by the Countywide adoption of the half cent sales tax referendum for transportation in 2006 (i.e., Measure K Renewal).  

Performance Based Planning

The 2012 adoption of MAP-21, or Moving Ahead for Progress in the 21st Century Act, included performance-based planning programming framework (PBPP). PBPP’s objective was to invest in projects that will make progress toward the achievement of the national goals for transportation. MPOs are required to annually report on specific performance measures, addressing 1) Roadway Safety, 2) Transportation Assets, and 3) System Reliability, Freight, Congestion, and Air Quality.
