Notice of Preparation for Program EIR for the 2018 RTP/SCS

SJCOG issued a Notice of Preparation on March 10, 2017 to prepare a Program EIR in accordance with the CEQA for the 2018 RTP and SCS. This NOP is being circulated to obtain input regarding the scope and content of the environmental analysis to be included in the Program EIR for the 2018 RTP. SJCOG seeks input from local, state, and federal agencies, as well as other interested parties, on issues relevant to the RTP (including the SCS).

A scoping meeting to receive public input is scheduled for Thursday, March 30, 2017 at 4:00 p.m. Questions should be directed to Kevin Sheridan, 209-235-0577 or sheridan@sjcog.org.

Program Environmental Impact Report

As a long range coordinated transportation and land use strategy, the 2014 Regional Transportation Plan/Sustainable Communities Strategy (2014 RTP/SCS) spans a 27-year planning period addressing San Joaquin County transportation needs through the year 2040. The Plan includes numerous projects and policies, and can be considered the San Joaquin region's long term "statement of priorities" for its future transportation system.

Under the law known as the California Environmental Quality Act (CEQA), SJCOG must prepare a "program-level" Environmental Impact Report (Program EIR) to inform residents and decision makers of the potential environmental impacts that could result from implementing the 2014 RTP/SCS. Rather than analyze individual projects or policies, the Program EIR looks at potential environmental impacts of the Plan as a whole.
